I've seen parachuters and base jumpers dress in a suit with "wings" and they fly better with this suit than without. There was a movie on the internet that showed a man jumping from a balloon with two small jet engines attached to his feet and he claimed that he could maintain level flight for a while.
Why not make a blowup wing? It is attached to the body when jumping and pulling a cord will open the gas and the wing is in short time hard.
The parachuter is wearing frog manlike shoes for steering. The man is lying on top of the wing, then the parachute will deploy normally when it is time to land, or, perhaps, one could pull another cord to deploy landing gear.
